It's the driver's responsibility to make sure he/she doesn't hit any live or inanimate obstacles when driving forward/backward/sideways/up or down!
There's no need for the whole neighbourhood to be disturbed more than already occurs through the engine noise.
Part of the driving test should include using a doorbell so they know not to just sit in the car and honk when they stop outside my house to pick up one of my neighbours.
