MP3 players can be free, but MP3 recorders require a licensing fee (about $5) per unit (a fee I doubt they are paying for everyone out of the goodness of their heart)… if a recorder is free, someone is likely to receive a lawyer's letter sometime in the future.
I think you're talking about a hardware player and even then only in certain regions of the world. This is freeware software and highly doubtful whether it comes under any levy requirement. In other words, it's fine.
