Video Framer. Interesting idea. Grab frames from your video footage to create standalone photos. $58.70 though, for a fairly specialised application.
Video Framer provides for ‘one touch’ automatic extraction of distinct high quality photos, from a Video file – no manual picking of frames is required – Video Framer’s image matching technology automatically looks for unique pictures in the video stream, and creates a shortlist of photos which the user can pre-view, then selectively print or discard – ideal for getting those ‘magic moments’ from any home video recording – without manual picking through thousands of near duplicate frames.
Why don’t you just use freeware VLC VideoLAN.org player and make snapshots while watching the video?…
… or just use the most excellent Image Grabber.
